HSSE Manager - Mega Project, Azerbaijan

About the role

Masdar's Project Delivery team is looking for an HSSE Manager for a large-scale project in Azerbaijan, based in Bilasuvar. The role covers all HSSE matters and performance of the project and coordinates with the Regional HSSE manager and the Country Social Manager to ensure timely implementation and reporting. It is a contract position.

Key responsibilities

• Lead the implementation of the project c-HSSE and act as focal point for environmental, safety, security and social issues.
• Maintain and update HSSE rules, regulations and guidelines, and advise the project team on legislative changes affecting the project.
• Develop, maintain and monitor HSSE plans, and review and approve EPC contractors' and subcontractors' HSSE plans.
• Review non-compliance, ensure corrective and preventive actions are implemented and verified, and support projects during external audits.
• Plan and direct the development of Masdar's HSSE policy, strategic objectives and reference manuals, and guide HSSE standards, procedures and emergency response.
• Plan reviews of new projects to identify HSE requirements such as HSEIA, HAZOP, HAZID, HAZAN and QRA.
• Manage liaison with specialists, supervise EPC project teams on HSSE matters, and liaise with technical, social managers and supervisors to ensure compliance.

Required profile

• Bachelor's degree in engineering, environmental sciences, social sciences or a related discipline.
• At least 10 years in HSSE management in a large organization, including at least 3 years in a managerial role in renewable energy projects (onshore wind is an asset).
• At least 3 years managing international E&S requirements of IFC, EBRD and ADB at a construction site.
• Experience in the CIS region and knowledge of local sustainability rules and processes.

Required skills

• Knowledge of hazard identification and risk assessment (design and construction).
• Understanding of HSSE management system implementation and international E&S requirements.
• Knowledge of ISO standards and requirements.
• Excellent communication and interpersonal skills, with a consultative approach.
