National Consultant – Migration Preparedness Needs Assessment and Contingency Planning

About the role

The International Organization for Migration (IOM) is seeking a National Consultant to support the “Strengthening Emergency Preparedness Capacities in Azerbaijan” project. The consultant will work closely with International Lead Consultants to produce a gender‑responsive Migration Emergency Preparedness Needs Assessment Report and a gender‑sensitive Contingency Plan that align with Azerbaijan’s legal and institutional framework.

Key responsibilities

• Provide technical, contextual and coordination support to International Lead Consultants for the development of a Migration Emergency Preparedness Needs Assessment Report.
• Assist in drafting a gender‑sensitive Contingency Plan for migration emergencies.
• Conduct a desk review of relevant national legislation, policies, and operational documents.
• Ensure that all deliverables reflect national priorities, capacities, and stakeholder perspectives.
• Work under the guidance of the IOM Azerbaijan Head of Office and the Project Manager, coordinating with national stakeholders as needed.

Required profile

• Demonstrated expertise in migration, emergency preparedness, and contingency planning.
• Strong understanding of gender‑responsive approaches in humanitarian contexts.
• Familiarity with Azerbaijan’s legal, institutional and operational environment for migration and disaster response.
• Ability to work on an intermittent, as‑needed basis and meet project milestones.
