HR Manager – Personnel Administration & Employee Support

About the role

We are seeking an experienced HR Manager to join our HR team. You will become an expert in personnel administration while providing reliable support to employees and management across a workforce of more than 200 staff members.

Key responsibilities

• Manage the full HR administration cycle: hiring, transfers, terminations, absences, and business trips, ensuring strict compliance with labor law and internal policies.
• Create and maintain employee personnel files and oversee the flow of HR documentation, including distribution and control of document signing.
• Maintain and update local regulations, policies, procedures, employment record books, and time‑keeping records.
• Prepare and submit data for payroll processing and handle registration and administration of foreign employees.
• Maintain personnel archives, prepare documents for archiving, and generate internal and statutory reports.
• Provide timely issuance of certificates and documents, and offer consultations to employees and managers on HR‑related matters.
• Collaborate with cross‑functional teams such as Accounting, Compensation & Benefits, Recruiters, and HR Business Partners.
• Participate in HR process improvement projects.

Required profile

• Expert knowledge of labor legislation and strict adherence to corporate data standards.
• More than 3 years of experience in HR administration.
• Experience working with HR systems such as 1C and Oracle.
• Background handling a workforce of 100+ employees in a fast‑growing, dynamic environment.
• Strong communication skills.
• Fluency in Russian, Azerbaijani and English.
