About the role

The Aviation Training Center is seeking a Senior Specialist in Flight Safety Management Systems (SMS) to ensure the effective operation of safety management across ATO, FSTD and ATCO activities. The role supports compliance with ICAO, EASA and Azerbaijani aviation regulations and contributes to continuous safety improvement.

Key responsibilities

• Organise and conduct hazard identification, registration, analysis and risk assessment processes.
• Participate in safety risk evaluation, define mitigation measures and monitor their effectiveness.
• Monitor Safety Performance Indicators (SPIs) and safety objectives, and prepare safety data reports.
• Investigate safety events, incidents, non‑conformities and support root‑cause analysis.
• Develop, implement and monitor corrective and preventive actions (CAPA) as required.
• Analyse data entered through the Safety Reporting System and ensure confidentiality and Just Culture principles.
• Assist in planning and executing safety audits, inspections, internal assessments and safety surveys.
• Provide management with information on safety indicators, key risks, trends and required actions.

Required profile

• University degree in aviation, air transport, engineering, safety, management or related field.
• Knowledge of ICAO and EASA SMS requirements and aviation safety regulations.
• Understanding of hazard identification, risk assessment and safety assurance principles.
• Experience with safety performance monitoring, safety reporting and root‑cause analysis.
• Familiarity with Just Culture, safety culture and Management of Change concepts.
• Knowledge of audit, compliance monitoring and safety data analysis in the aviation sector.
