National Agricultural Methane Planning Expert – Azerbaijan

About the role

The Climate and Clean Air Coalition (CCAC) is seeking a specialist to lead the development of a national methane reduction roadmap for the livestock sector in Azerbaijan. This consultant will work closely with the Ministry of Environment, Ministry of Agriculture and other stakeholders to integrate agricultural methane considerations into the country’s climate strategy.

Key responsibilities

• Support the definition of an agricultural methane roadmap using the CCAC M‑RAP template and its five building blocks.
• Coordinate the preparation of the livestock sector methane roadmap for presentation to the Azerbaijani government.
• Engage ministries, farmer associations, NGOs, private sector and academia to ensure an inclusive planning process.
• Align the roadmap with national climate, air‑pollution and agriculture policies.
• Provide recommendations for incorporating agricultural methane into Azerbaijan’s next NDC and implementation plan.

Required profile

• Proven experience in agricultural methane emissions analysis and roadmap development.
• Strong knowledge of climate policy, short‑lived climate pollutants and national planning methodologies.
• Demonstrated ability to work with multiple government ministries and diverse stakeholder groups.
• Excellent communication and report‑writing skills in English.
