Cost Controller – Project Controls Specialist

About the role

We are seeking a highly motivated Cost Control Specialist to join our Project Controls team. You will manage project costs throughout the lifecycle, ensuring delivery within approved budgets and meeting corporate and client reporting requirements.

Key responsibilities

• Implement and maintain the Project Cost Control System and Cost Breakdown Structure (CBS).
• Prepare budgets, cash‑flow forecasts, and cost reporting structures.
• Monitor project costs, commitments, earned value, and accruals; analyse variances and financial risks.
• Support change order and claim management with cost impact assessments.
• Conduct quantitative risk analysis, including Monte Carlo simulations, and maintain risk registers.
• Prepare periodic cost control reports for project management and corporate stakeholders.
• Assist in project close‑out reporting and documentation of lessons learned.

Required profile

• Bachelor’s degree in Business Administration, Economics, Accounting, Finance or related field.
• Minimum 3 years of cost control, project controls or finance experience in the Oil & Gas industry.
• Fluent in Azerbaijani and English.

Required skills

• Earned Value Management methodology.
• Cost Breakdown Structure (CBS) and cost coding frameworks.
• Monte Carlo simulation for quantitative risk analysis.
• IAS/IFRS accounting standards.
• Budgeting, forecasting and cash‑flow analysis.
• Project cost control systems and reporting tools.
