Cost Estimation Engineer

About the role

ENCOTEC is seeking a Cost Estimation Engineer to lead cost assessment for construction and EPC projects in Baku. The successful candidate will independently evaluate project scopes, identify required resources, develop detailed cost estimates and clearly justify the calculation basis to stakeholders.

Key responsibilities

• Prepare and review cost estimates for construction and engineering projects, including materials, equipment, and services.
• Develop commercial calculations for tenders and bids, and support tender documentation preparation.
• Analyse project documentation such as drawings, specifications, BOQs and technical requirements; verify Bills of Quantities.
• Perform resource‑based cost calculations, detailed cost breakdowns and unit‑rate reviews.
• Collect and analyse market prices for materials, equipment and services; compare subcontractor quotations.
• Support budgeting and cost control during execution, collaborating with engineering, procurement, project management and construction teams.

Required profile

• Bachelor’s degree in Civil Engineering, Construction, Quantity Surveying, Construction Economics or a related field.
• Minimum 5 years of experience as a Cost Estimator, Estimation Engineer, Quantity Surveyor or similar, preferably on construction or EPC projects.
• Proven ability to estimate construction, mechanical, electrical and other engineering works and to read technical drawings.
• Experience with BOQ preparation, quantity take‑off, cost build‑up and pricing methodologies.
• Knowledge of CAPEX/OPEX estimation, productivity and labour cost analysis.
• Understanding of contract terms, cost adjustment mechanisms and familiarity with FIDIC contracts is an advantage.
• Strong command of English.
